BIOGRAPHY

Greg Kowalski is the Engineering Manager at the Eastern Municipal Water District, where he leads a $600 million capital program focused on water treatment and delivery. His portfolio includes desalination, PFAS treatment, and major conveyance infrastructure.

Greg oversees the expansion of the Perris II Desalter and the Desalination Complex Bypass Treatment Project, designed to address PFAS contamination. With over 27 years of experience in the water industry, he plays a key role in delivering long-term infrastructure improvements across Southern California.
